Resolution of 4th All-Russian Environmental Protection Conference published

On 2-4 December 2013, Moscow hosted the 4th All-Russian Environmental Protection Conference involving over 3,000 representatives of federal, regional and municipal agencies, public, research and education organisations and major companies that develop and extract natural resources.

 

After the conference, the delegates passed a resolution focusing on more effective state regulation of environmental protection programmes and sound use of natural resources and on the implementation of state policy priorities in national environmental development up to 2030.

 

The resolution advises the Government to expedite the adoption of a strategy for the preservation of rare and threatened animal, plant and mushroom species up to 2030 and to draft a federal law on introducing changes to the Code of Administrative Violations and other legislative acts and to submit this document to the State Duma for consideration in accordance with the standard procedure. These changes would stipulate administrative liability for legal entities, officials and individuals who use websites or media outlets for the publication of advertisements about the sale of rare animal species and their derivatives, as well as for the publication of these advertisements.

On 19 September 2013, a working group for the preservation of biodiversity and the development of game reserves of the Government's Expert Council approved the draft strategy for the development of game reserves in the Russian Federation up to 2030 and the draft strategy for the preservation of rare and threatened animal, plant and mushroom species up to 2030.

 

Working group members offered comments and additions, while discussing the draft documents. After the discussion, the draft strategies were approved, with due consideration for the proposals. A specialised department of the Ministry of Natural Resources and Environment is quickly finalising the draft strategies, with due consideration for the comments, prior to their submission to the Government for discussion.
