Guidelines for calculating damage caused to rare species

1 April 2013

According to an order of the Ministry of Natural Resources, the rates for calculating the damage caused by the poaching of Siberian tigers and Amur leopards have increased from 500,000 to 1.1 million roubles, of snow leopards from 300,000 to 1.1 million roubles, of birds of prey including Gyrfalcons (from 250,000 to 1.1 million roubles) and of Saker Falcons and Peregrine Falcons (up to 600,000 roubles).

The rates for calculating damage caused by poaching have increased for the following endangered species: the golden eagle, gyrfalcon, saker falcon, peregrine falcon, polar bear (all three Russian populations), Siberian tiger, leopard, snow leopard, European bison (the Białowieża population and intragroup cross-breeds), Mongolian gazelle, Himalayan goral, wild goat, Altai argali, and subspecies of the Siberian bighorn sheep.

Increasing the rates for calculating the damage caused to the species on the Red List of Endangered Species is designed to significantly increase the financial risks for players in the shadow wildlife market. Offenders will now have to pay substantially higher compensation for damage in addition to the penalties stipulated by the law.

These measures, coupled with the provisions of the draft federal law Introducing Amendments to Certain Legislative Acts of the Russian Federation Regulations based on the proposals of the Ministry of Natural Resources, increase the penalties for poaching and the illegal sale of wild animals.
