On April 5, 2012, Vladimir Putin signed Government Resolution No. 282, On the Establishment of Leopard Land National Park.

According to the resolution, Leopard Land National Park will be established in the Khasansky and Nadyozhdinsky municipalities and the Ussuri city district and the Frunzensky district of Vladivostok. The park's total area is ​​261,868.84 hectares, including a forest fund area of ​​148,427 hectares and 113,441.84 hectares of land used by other operators. This land will continue to be used for economic purposes. The park has been transferred to the balance of the Ministry of Natural Resources and Environment.
